About
History – Formed in 2004 as the Association of Public Authority Receivers by the members of a group set up by the Public Guardianship Office some two years earlier. The group contained representatives from Local Authorities across England and Wales together with staff from the PGO.

Our first APAR meeting was in Birmingham in March 2003.

APAR became APAD after the implementation of the Mental Capacity Act in 2007.

What do we do? We provide this website as a support mechanism for Local Authorities. We represent Local Authorities when meeting with representatives from all parts of HM Government. We have developed our Best Practice Guidance and look to expand that work over the next few years. We hold regional meetings to enable members to network and share problems/ideas. We hold an annual conference with key note speakers from the OPG and Court of Protection.
